Job Description

I. Basic Information of the Recruiting Institution

Hebei University of Technology is a university with engineering as its main focus and coordinated development of multiple disciplines. It is a national "211 Project" key construction university located in Tianjin and affiliated to Hebei Province. It is a joint university co-constructed by the People's Government of Hebei Province, the People's Government of Tianjin Municipality, and the Ministry of Education. In 2016, it was selected as a first-tier university in Hebei Province's "National First-Class University Construction" program, and in September 2017, it was included in the national "World First-Class Discipline" construction universities. In 2022, it was once again selected as a university in the new round of "World First-Class Discipline" construction.

The university has 21 teaching institutions and currently offers 65 undergraduate enrollment majors, including 37 national first-class undergraduate major construction sites, covering seven disciplines: engineering, science, economics, management, liberal arts, law, and art. 20 majors have passed engineering education professional certification/housing and urban-rural construction department professional evaluation. It has 1 national "Double First-Class" discipline, 2 national key disciplines, 7 Hebei Province "Double First-Class" disciplines, 20 Hebei Province key disciplines, 6 Tianjin top disciplines and service industry characteristic discipline groups, and 7 Tianjin key disciplines. It also has 10 postdoctoral research stations, 11 first-level discipline doctoral programs, 1 doctoral professional degree category, 26 first-level discipline master's programs, and 19 master's professional degree categories. Currently, there are more than 24,000 full-time undergraduates and more than 11,000 graduate students.

Over more than 120 years since its founding, the university has adhered to the educational tradition of "prospering industry to serve the country" and the school motto of "diligence, prudence, impartiality, and loyalty". It has maintained strict teaching and academic standards, forming a distinctive educational feature of "integrating engineering and learning" and a fine school spirit of "diligence, rigor, realism, and progress". It has trained more than 300,000 graduates and made important contributions to the national economic construction.

### II. Recruitment Principles

### III. Recruitment Qualifications, Positions, and Number of Personnel

#### (I) Basic Qualifications for Applicants

1. Have the nationality of the People's Republic of China;

2. Abide by the Constitution and laws;

3. Have good conduct and professional ethics;

4. Have age, education, degree, major, or skill conditions corresponding to the requirements of the recruited position;

5. Have physical conditions suitable for the position;

6. Meet other conditions required by the position.

#### (II) Number of Recruits, Job Requirements, and Classification of Personnel

1. Number of Recruits and Job Requirements

Hebei University of Technology plans to recruit 10 staff members in the first recruitment of 2025. For specific requirements, please refer to the *Table of Job Requirements for the First Recruitment of Staff by Hebei University of Technology in 2025* (Annex). The majors are set with reference to the *Catalogue of Disciplines and Majors for Awarding Doctor's and Master's Degrees and Cultivating Graduate Students* issued by the Ministry of Education.

For candidates with academic qualifications and degrees from overseas institutions or who graduated from self-established disciplines of domestic institutions, if the major name is not completely consistent with the major required by the position, the employer (department) may make a comprehensive judgment based on materials such as the courses taken during the applicant's study period, research field, and the discipline and major certificate issued by the graduating institution, strictly grasp the standards, and make a decision.

Active servicemen, civil servants and public institution staff in the probation period, persons who have not completed the minimum service period or agreed service period, and non-graduating students are not within the recruitment scope.

Persons who have been criminally punished for crimes, dismissed from public office, persons subject to enforcement for dishonesty, and other persons who are not allowed to be recruited as public institution staff in accordance with laws and regulations are not allowed to apply for the exam. In addition, applicants shall not apply for recruitment positions that would constitute an avoidance relationship after employment.

The avoidance relationship refers to the provisions in Article 41 of the *Interim Measures for the Open Recruitment of Staff in Hebei Province's Public Institutions*: "Any applicant who has a spouse relationship, lineal blood relationship, collateral blood relationship within three generations, or close in-law relationship with the person in charge of the employing unit shall not apply for the position of secretary to the person in charge of the unit, or positions in personnel, finance, or discipline inspection, as well as positions with direct superior-subordinate leadership relations. When the person in charge of the employing unit and the recruitment staff handle personnel employment matters, if they are related to themselves by the above-mentioned family relations or other circumstances that may affect the fairness of recruitment, they shall also avoid."

2. Classification of Recruited Personnel and Age Requirements

- **Leading Talents**: Doctoral degree holders, with appropriately relaxed age restrictions, and the policy of "case-by-case discussion" shall be implemented. They should have solid professional knowledge, broad academic vision, profound academic attainments, high academic reputation at home and abroad, academic ideas and viewpoints that have a significant impact on the development of the discipline and related fields, and have achieved recognized teaching or research results with major innovations or great value.

- **Academic Leaders**: Doctoral degree holders, with appropriately relaxed age restrictions, and the policy of "case-by-case discussion" shall be implemented. They should have solid professional knowledge, broad academic vision, strong scientific research ability and team cooperation ability, be familiar with and master the international and domestic cutting-edge research status and research methods of the discipline, have achieved recognized original academic research results in the discipline field, have a good academic development foundation and growth potential, and have achieved remarkable results in talent training, leading related disciplines to reach the domestic advanced level.

- **Outstanding Talents**: Doctoral degree holders, generally not exceeding 35 years old (born after May 30, 1989). Those with associate senior professional titles can be relaxed to 40 years old (born after May 30, 1984), and those with senior professional titles can be relaxed to 45 years old (born after May 30, 1979). They should have outstanding professional ability, be familiar with and master the international and domestic cutting-edge research status and research methods of the discipline, have a certain influence in the discipline field, have strong research and innovation ability, level, and development potential, and have outstanding performance results.

### IV. Reasons for Recruitment

Hebei University of Technology was included in the list of national "World First-Class Discipline" construction universities in 2017, and was once again selected in 2022. Introducing high-level talents at all levels has become the primary and core task in the construction of the university's teaching staff. At present, Hebei University of Technology is relatively short of various professional talents, especially talents related to "Double First-Class" disciplines, which are urgently needed for the school's development.
